A powdered-milk plant that forms part of Baladna’s $3.5bn dairy project in Algeria is 28% complete, according to Algerian media reports.

The reports cited a technical presentation given to Algeria’s Agriculture Minister Sid Ali Khaldi by officials from Baladna Algerie, the Algerian-Qatari joint venture developing the project.

The powdered-milk plant in Timokten is one of three facilities being developed under the project. The three plants have a combined value of $512m, according to documents published by Baladna in 2025.

In a statement released after the visit, Khaldi described the wider Baladna project as “an integrated value-chain model that combines agricultural development, production and processing”.
