菲律宾巴科洛德市近日与能源部达成重要合作,双方签署谅解备忘录,携手开发 10 兆瓦垃圾发电厂项目,以垃圾焚烧发电的模式,打造垃圾处理与能源生产相结合的闭环解决方案。
巴科洛德市——这座高度城市化的城市正计划与能源部合作开发一座垃圾发电厂,利用垃圾发电 (WTE) 设施生产 10 兆瓦 (MW) 的电力。
BACOLOD CITY – This highly urbanized city is eyeing to generate 10 megawatts (MW) of power from waste-to-energy (WTE) facility to be developed in partnership with the Department of Energy (DOE).
2026年1月26日(周一),市长格雷格·加萨塔亚(Greg Gasataya)和能源部长莎伦·加林( Sharon Garin)签署了一份谅解备忘录(MOA),随后将成立一个技术工作组(TWG)来启动这项计划。
Following the signing of a memorandum of agreement (MOA) between Mayor Greg Gasataya and Energy Secretary Sharon Garin on Monday, a technical working group (TWG) will be created to kick off the initiative.

Secretary to the Mayor Marty Go said on Tuesday that the TWG is expected to be created within 15 days from the agreement's signing.

"A team from the DOE may visit the city next week," he said in a message.

The agreement establishes a framework for technical cooperation and coordination between the two parties to advance the installation of a WTE facility.
能源部和巴科洛德市将合作确定最可行的垃圾焚烧发电技术,为开发商提供获取技术数据的便利,并选择合格的项目合作伙伴。
The DOE and Bacolod City will collaborate to identify the most feasible WTE technology, facilitate access to technical data for developers, and select a qualified project partner.
根据协议,市政府将获得技术援助和机构支持,建设一座能够发电高达 10 兆瓦的垃圾焚烧发电厂。
Under the agreement, the city government will receive technical assistance and institutional support for a WTE facility capable of generating up to 10MW of power.
“我们不会将举措局限于高效的垃圾收集和垃圾填埋场管理。我们还将积极寻求建设垃圾焚烧发电厂,以此作为解决垃圾问题的主动方案,”市长格雷格·加萨塔亚(Greg Gasataya)此前表示。
“We will not limit our initiatives to efficient garbage collection and landfill management. We will also pursue a waste-to-energy plant as a proactive solution to our garbage woes,” Gasataya earlier said.
根据能源部于 2022 年委托开展的题为“菲律宾垃圾焚烧发电技术潜力评估”的研究,巴科洛德市已被确定为该项目的可行地点。
Bacolod City has been identified as a viable location for the project, based on the study titled “Assessment of the Potential of WTE Technology in the Philippines” commissioned by the DOE in 2022.
巴科洛德环境和自然资源办公室的数据显示,该市每天产生 1700 至 2500 立方米的垃圾,全部运往费利萨村的卫生填埋场进行处理。
Data from the Bacolod Environment and Natural Resources Office show the city generates a daily waste collection of 1,700 to 2,500 cubic meters, all being disposed of at the sanitary landfill in Barangay Felisa.
能源部长莎伦·加林( Sharon Garin)在一份声明中表示,巴科洛德市是首批与能源部合作积极推行垃圾焚烧发电计划的地方政府单位之一。
In a statement, Garin said Bacolod City is among the first local government units (LGUs) to actively pursue a WTE initiative in partnership with the DOE.

除了垃圾焚烧发电项目之外,能源部还启动了“政府太阳能解决方案:公共建筑的能源效率和可再生能源”计划,巴科洛德市也是该计划的参与者之一。
Aside from the collaboration for the WTE project, the DOE also launched the “Solar Solutions for Government: Energy Efficiency and Renewable Energy in Public Buildings” initiative, in which Bacolod City is a participant.
此次巴科洛德市与能源部的合作,不仅为当地日益严峻的垃圾处理问题提供了可持续的解决路径,更实现了垃圾资源化利用与能源补给的双重目标,而巴科洛德市同步参与的太阳能解决方案计划,也让当地的可再生能源布局更为多元,为菲律宾城市绿色低碳发展提供了有益借鉴。
