深化多维合作助力项目发展
1月28日,华锦阿美石油化工有限公司(以下简称“华锦阿美”)与沙特阿美在位于辽宁盘锦的华锦阿美项目现场举行仪式,共同见证双方合作谅解备忘录的高效执行。沙特阿美燃油业务管理副总裁穆提卜·哈勒比与华锦阿美董事长任勇强代表双方出席仪式。
该备忘录的执行标志着双方合作关系的进一步加强,是推动华锦阿美项目长期、稳定、高质量发展的又一重要里程碑。
根据备忘录,沙特阿美与华锦阿美将建立一个结构化的合作框架,以指导双方在多个工作领域的协同举措。与此同时,根据此框架,沙特阿美的关联公司将与华锦阿美协商并推进具体合作安排。
双方重点合作领域包括(但不限于):
• 向华锦阿美长期供应非阿拉伯地区原油及天然气
• 供应原料以支持项目启动及初期运营
• 开展联合研发,推动技术进步与创新
• 开展人员培训与能力建设,培养技术精湛、与国际接轨的专业人才队伍
值得关注的是,Bahri、沙特基础工业公司(SABIC)及 ATC 已在此框架下启动了相关商务洽谈。
仪式期间,哈勒比对华锦阿美团队在短短33个月内实现机械完工,并累计达成超1.15亿安全工时的成绩表示赞赏。同时,他对项目在今年年底前实现安全、成功的投产表达了良好祝愿。
作为炼化一体化旗舰项目,华锦阿美始终得益于各利益相关方与合作伙伴的紧密协作。随着此备忘录的生效,沙特阿美将继续与华锦阿美及利益相关方密切合作,推动合作框架在供应链、技术及人才发展等领域取得实质性进展,共同促进项目安全、高效、可持续地向前发展。
HAPCO and Aramco Mark Execution of Collaboration MoU, Advancing Multi‑Dimensional Cooperation to Support Project Development
A ceremony was held on January 28 at the HAPCO project site in Panjin to commemorate the execution of a Collaboration Memorandum of Understanding (MoU) between Aramco and Huajin Aramco Petrochemical Company (HAPCO). The ceremony was attended by Mr. Mitib A. Al-Harbi, Aramco Vice President, Fuels Business Management, and Mr. Ren Yongxiang, Chairman of HAPCO, representing the two parties.
The execution of the MoU represents another important milestone in strengthening bilateral collaboration and underscores the shared commitment to the long‑term, stable, and high‑quality development of the HAPCO project.
Under the MoU, Aramco and HAPCO will establish a structured framework to guide cooperative initiatives across multiple workstreams. The framework also enables Aramco affiliates to build on the MoU to negotiate detailed cooperation arrangements with HAPCO.
Key areas of collaboration include (but are not limited to):
•Long‑term supply of non‑Arabian crude oil and natural gas to HAPCO
•Supply of feedstock to support project startup and initial operations
•Joint research and development activities to promote technological advancement and innovation
• Personnel training and capability building to foster a highly skilled, internationally aligned workforce
It is worth highlighting that Bahri, SABIC, and ATC have already initiated relevant commercial discussions under this framework.
During the ceremony, Mr. Al-Harbi expressed Aramco’s appreciation to the HAPCO team for achieving mechanical completion in just 33 months, along with more than 115 million safe man-hours. He also extended best wishes for a safe and successful startup by the end of the year.
As a flagship integrated refining and petrochemical project, HAPCO continues to benefit from strong collaboration among its shareholders and partners. Following the execution of this MoU, Aramco will continue working closely with HAPCO and related stakeholders to translate the framework into concrete progress across supply, technology, and talent development — contributing to the safe, efficient, and sustainable advancement of the project.
