Danantara Takes Over Samarinda PLTSa Project

印尼垃圾发电项目迎来统一管理新动向。近期，东加里曼丹省三马林达市垃圾焚烧发电（PLTSa）项目管理权正式移交，由中央层面投资机构全面接手，标志着当地垃圾发电项目进入统一规范运营新阶段。

Samarinda – The Daya Anagata Nusantara Investment Management Agency (Danantara) has taken over all control and authority for the strategic Waste-to-Energy Power Plant (PLTSa) project in Samarinda, East Kalimantan.

三马林达（Samarinda）– 印尼主权财富基金达南塔拉（Danantara）已接管东加里曼丹省三马林达战略垃圾发电厂 (PLTSa) 项目的所有控制权和权力。

“According to the latest 2026 central government regulation, we in the region are no longer permitted to continue independent agreements with investors because all PLTSa projects are now required to operate through Danantara,” said Desy Damayanti, Head of the Samarinda Public Works and Spatial Planning (PUPR) Agency in Samarinda on Thursday.

“根据2026年中央政府的最新规定，我们该地区不再允许与投资者继续签订独立协议，因为所有垃圾发电（PLTSa）项目现在都必须通过Danantara运营。”三马林达公共工程和空间规划局（PUPR）局长Desy Damayanti周四表示。

According to Desy, this centralized investment policy automatically invalidates various collaborative plans previously initiated by the Samarinda City Government with foreign partners to achieve national waste-to-energy management standards.

Desy表示：“ 这项集中投资政策自动使三马林达市政府此前与外国合作伙伴为实现国家垃圾发电管理标准而启动的各种合作计划失效。”

The significant impact of this regulation has forced intensive negotiations with South Korean investors, also involved in the Indonesian Capital City (IKN), to be canceled.

该法规的重大影响迫使与同样参与印尼首都城市 (IKN) 项目的韩国投资者进行的密集谈判取消。

Desy continued, stating that the central government considers the transfer of authority to Danantara crucial to ensuring that waste-to-energy plant (WTE) technology and financing schemes across Indonesia maintain uniform quality standards under direct state supervision.

The Head of the Samarinda Public Works and Public Housing Agency (PUPR) confirmed that his office would comply with this regulation and would immediately transfer all feasibility study documents and technical data prepared by the region to Danantara.

三马林达公共工程和公共住房局 (PUPR) 局长确认，他的办公室将遵守该规定，并将立即把该地区准备的所有可行性研究文件和技术数据移交给 Danantara。

Although the authority for implementation has now been transferred to the central government, Desy emphasized that the urgent need to address the volume of waste at the Sambutan Landfill must remain a priority for the new policymakers to address immediately.

尽管执行权现已移交给中央政府，但Desy强调，解决桑布坦垃圾填埋场的垃圾量问题仍然是新决策者必须立即优先解决的问题。
