CMEC两年前被搁置的希腊煤电项目华西能源、国华电力接力竞标

近日,希腊 Meliti 和 Megalopoli 四座褐煤电厂迎来一家新竞标单位,加上此前参加竞标的5家,目前该项目共有6家单位参与竞标。

根据希腊公共电力公司发布的公告,截止目前六家竞标单位分别为:
1. 北京国华电力和希腊DamcoEnergySA联合体;
2. 华西能源;
3. 捷克Sev.enEnergy AG和Indoverse 煤炭投资公司联合体;
4. 希腊GEK Terna SA;
5. 希腊ElvalHalcor SA;
6. 希腊MytilineosGroup。

2016年9月14日 CMEC 与希腊公共电力公司(PPC)签署关于《Mality电站二期扩建工程合作谅解备忘录》。
希腊环境和能源部部长、外交部国际经济事务秘书长、公共电力公司总裁、中国机械设备工程股份有限公司总裁助理方彦水,以及希腊经济界、能源界代表等100多人出席。希腊国家电视台等媒体对现场进行了报道。
但是,2017年,在欧盟委员会坚持下,该项目协议被搁置。
搁置理由:在希腊北部建设一个新的褐煤矿,只能通过公开的国际招标实现。
The five main bidders in the first stage of theprevious tender for Public Power Corporation’s four lignite plants at Melitiand Megalopoli threw their hats into the ring again on Friday, in addition toanother company from China.
According to a formal statement by PPC, the sixbidders who expressed an interest up to the deadline yesterday are thefollowing: the consortium of Beijing Guohua Power Company Ltd and Damco EnergySA, China Western Power Industrial Co Ltd, the consortium of Sev.en Energy AGand Indoverse (Czech) Coal Investments Ltd, GEK Terna SA, ElvalHalcor SA, andthe Mytilineos Group.
Although PPC’s management expressed satisfaction andthe expectation “that with this participation and interest there will be asubstantial tender process with a positive outcome for the divestmentprocedure,” the entire effort will in fact depend on the negotiations for thefinal text of the sale and purchase agreement (SPA). Talks on the SPA willbegin as soon as the candidate investors receive the first draft from PPC,which is expected next week.
In terms of investment interest, the new tenderdiffers from the previous one – which failed in 2018 – due to the participationof China Western Power; its arrival is the fruit of personal efforts by PPChead Manolis Panagiotakis, who traveled to China for that purpose a few daysago.
Still, Panagiotakis’s expectations that anotherChinese company would participate, namely CMEC, which had previously expressedan interest in the existing Meliti plant and had signed a memorandum ofcooperation with PPC, did not materialize. His hopes that companies from the USand Russia would also enter the bidding were also dashed.
There is also a degree of significance in the interestexpressed by the other Chinese bidder, Beijing Guohua Power – with theCopelouzos Group (Damco Energy) – which had appeared in the previous tender butwithdrew from the binding offers stage.
Without exception, all candidate investors appearreserved about the tender, as their final position will depend on the terms ofthe SPA as well as the new valuation of the units.
