Algeria’s state railway project developer, Agence Nationale d’Etudes et de Suivi de la Realisation des Investissements Ferroviaires (Anesrif), has invited national and international contractors to bid for the construction of a 310-kilometre (km) railway line between Hotel Station and Moulay Lahcen Station.

阿尔及利亚国家铁路项目开发机构——国家铁路投资研究与跟踪局（Anesrif）已邀请国内和国际承包商投标，建设一条连接Hotel Station与Moulay Lahcen Station之间全长310公里的铁路线。

The planned line is a key segment of the proposed railway corridor connecting El-Menea, In-Salah and Tamanrasset across the southern wilayas of In-Salah and Tamanrasset.

该规划线路是拟建的连接El-Menea、In-Salah和Tamanrasset、横跨南部In-Salah和Tamanrasset两省的铁路走廊的关键路段。

The tender notice was issued on 12 October, with bids due by 10 November.

招标公告于10月12日发布，投标截止日期为11月10日。

The tender is open to single contractors and consortiums. To qualify, single firms must have executed at least 200km of new railway lines or track-doubling works since 2010, with accepted project certificates covering sections of at least 100km, along with a cumulative 800 metres of railway bridges with individual spans exceeding 30 metres.

本次招标面向单一承包商和联合体开放。资质要求方面，单一企业自2010年以来须至少完成200公里新建铁路线或轨道复线工程，且获认可的项目证书须涵盖至少100公里的路段，同时累计完成800米铁路桥梁，单跨超过30米。

Bidders must also provide at least two rail-tamping machines, two ballast regulators, and a project director with an engineering degree and at least five years of railway construction management experience.

投标方还须提供至少两台轨道捣固机、两台道砟整形机，以及一名拥有工程学学位和至少五年铁路建设管理经验的项目总监。

From a commercial and classification perspective, single bidders and consortium leaders must hold a category-nine (IX) professional qualification in public works.

从商务和资质分类角度，单一投标方和联合体牵头方须持有公共工程第九类（IX）专业资质。

Bidders must also demonstrate an average annual turnover in construction of at least DZ260bn ($1.96bn) across the 2023-2025 financial period.

投标方还须证明2023至2025财年期间建筑业务年均营业额不低于2600亿第纳尔（约19.6亿美元）。

For joint ventures, the cumulative turnover of all members must meet the $1.96bn threshold, with the consortium leader accounting for at least $1.3bn.

对于合资企业，所有成员的累计营业额须达到19.6亿美元的门槛，其中联合体牵头方须至少占13亿美元。

Offers must be accompanied by a bid bond exceeding 1% of the total bid value for submissions exceeding $7.4m, with proposals remaining valid for 90 days beyond the submission date.

投标报价须附有投标保证金，对于超过740万美元的投标，保证金须超过投标总价的1%，投标方案在提交日期后90天内保持有效。
