菲律宾正以实际行动推进可再生能源多元化发展,同时破解城市垃圾治理难题。当地能源监管委员会近日为首次质垃圾发电专项拍卖划定初始价格上限,敲定第六轮绿色能源拍卖计划(GEA-6)的初步保留价,还同步公布了项目建设、运营的成本测算,而这也是菲律宾今年可再生能源竞争性招标的重要布局之一,此前其海上风电项目招标也已提上日程,该国可再生能源版图正持续扩容。

菲律宾能源监管委员会 (ERC) 为其首次垃圾发电拍卖设定了初始价格上限,这是为使国家可再生能源结构多样化并解决城市垃圾管理挑战而采取的更广泛举措的一部分。

The Energy Regulatory Commission (ERC) established an initial price ceiling for its debut waste-to-energy auction, part of a broader push to diversify the nation’s renewable energy mix and address urban waste management challenges.

据能源监管委员会 (ERC) 称,监管机构已批准即将举行的第六轮绿色能源拍卖计划(GEA-6)的初步绿色能源拍卖保留价为每千瓦时 8.0167 比索(约0.9453 元人民币)。

The regulator approved a preliminary Green Energy Auction Reserve price of ₱8.0167 per kilowatt-hour for the upcoming sixth round of the Green Energy Auction program, according to the ERC.

GEA-6轮招标是专门为垃圾发电项目设计的“特殊拍卖”。拟议价格将在最终确定前进行一系列公众利益相关者咨询,咨询日期定于1月30日、2月5日和2月6日。

GEA-6 round is specifically designed as a “special auction” for waste-to-energy projects. The proposed rate will undergo a series of public stakeholder consultations scheduled for Jab. 30, Feb. 5, and Feb. 6 before a final price is determined.

能源监管委员会(ERC)的初步定价模型假设平均前期建设成本约为每兆瓦2.43亿比索(约2864.97 万元人民币)。对于一座10兆瓦的电厂,该委员会估计其年度运营和维护费用将达到1.54亿比索(1815.66 万元人民币)。

The ERC’s preliminary pricing model assumes an average upfront construction cost of approximately ₱243 million per megawatt. For a 10-megawatt plant, the commission estimates annual operations and maintenance expenses will reach ₱154 million.

While fuel costs for these facilities are pegged at zero because they utilize waste as feedstock, the technology is seen as a capital-intensive but reliable addition to the grid.

能源部已在马尼拉大都会区(Metro Manila)、维萨亚斯群岛(Visayas)和棉兰老岛(Mindanao)确定了五个特定地块用于这些项目。此次拍卖预计将提供总计170兆瓦的发电容量,目标是利用来自该国人口最稠密城市中心的废弃物作为原料。

The Department of Energy (DOE) has identified five specific lots for these projects across Metro Manila, the Visayas, and Mindanao. The auction is expected to offer a total of 170 megawatts of capacity, targeting waste feedstock sourced from the country's most densely populated urban centers.

除了发电之外,政府还希望这项举措能够通过改善城市固体废弃物的收集和处理来缓解长期存在的防洪问题。

Beyond power generation, the government expects the initiative to mitigate long-standing flood control issues by improving municipal solid waste collection and processing.

根据 GEA-6 轮的规则,中标的开发商将与地方政府单位建立合作关系,以确保原料供应。

Under the rules of the GEA-6 round, winning developers will enter into partnerships with local government units for a guaranteed supply of feedstock.

招标过程将采用“按投标价付费”的方式进行,中标项目预计将于 2028 年完工。一旦投入运营,这些设施预计将根据 25 年的供电合同向国家电网输送电力。

The bidding process will operate on a “pay-as-bid” basis, and successful projects are slated for completion by 2028. Once operational, these facilities are expected to deliver power to the national grid under 25-year supply contracts.

此次垃圾发电项目招标是菲律宾能源部今年计划开展的几项竞争性招标项目之一。此前,预计海上风电项目招标将于2026年第一季度启动。

The waste-to-energy round is one of several competitive tenders the DOE has planned for the year. It follows an anticipated auction for offshore wind projects scheduled to begin in the first quarter of 2026.

For that separate offshore wind round, the ERC has set a preliminary reserve price of ₱10.3859 per kilowatt-hour, highlighting the varying cost structures across the country’s expanding renewable energy portfolio.

两大新能源项目的定价差异,也凸显出菲律宾可再生能源组合的成本结构特点,而垃圾发电与海上风电的双轮招标,也标志着菲律宾正从单一新能源开发,向 “多品类、全布局、强落地” 的可再生能源发展模式转型。
